Myanmar to decide soon on Yangon Elevated Expressway PPP contract
Preferred bidder to be selected by May, with preparatory work expected to begin by the middle of the year

THE Myanmar Ministry of Construction has announced a March 31 deadline for the final Request for Proposal (RFP) for phase one of the Yangon Elevated Expressway. The selection process is expected to begin in the first week of April.

The Ministry of Construction says that it intends to select the preferred bidder for the first phase by May, with preparatory work for the project expected to begin by the middle of the year.

Entities such as China Communications Construction, China Gezhouba Group and Power Construction Corporation of China are featured on different consortia that met the pre-qualification criteria.

The construction of YEX is expected to take about three and half years. Phase one of the project will involve a 27.5 kilometre four lane ring road connecting the east and west of Yangon, as well as Yangon International Airport.

In December 2018, the ministry received 12 prequalification applications to develop the YEX under a PPP.

The second phase will add another 20 kilometres of road, and tendering is expected to commence later this year.

Also, in Myanmar, Hong Kong listed VPower Group International Holdings has set up a 50:50 joint venture with China National Technical Import & Export Corporation (CNTIC) to develop and operate three power plants.

VPower announced in October 2019 that a consortium, comprising the Group and a strategic partner, had been formed for tender submission for power projects as called by Electric Power Generation Enterprise of the Ministry of Electricity and Energy of Myanmar, and had won three projects with an aggregate 900MW.

Headquartered in Hong Kong, VPower Group is an integrated expert in distributed power generation (DPG). It principally engages in power system integration (SI) business, covering designing, integrating and sale of gas-fired and diesel-fired engine-based gen-sets and power generation systems, and Investment, Building and Operating (IBO) business, involving investing in, building, leasing and operating distributed power stations to supply reliable electricity.

CNTIC is wholly-owned subsidiary of state owned China General Technology (Group) Holding Ltd, and is involved in both domestic and international projects as Engineering, Procurement and Construction (EPC) contractor.
